Note: The air traffic rules and procedures to air traffic in Finnish territory conform, in general, with the standards and recommended practices of ICAO Annexes 2 and 11.

The procedures to air traffic conform, in general, 1.10 with the Procedures for Air Navigation Services given in ICAO Doc 4444 (The Rules of the Air and Air Traffic Services) and some supplementary procedures given in ICAO Doc 7030 (Regional Supplementary Procedures) applicable in the EUR Region.

Significant differences between national and international rules and procedures are given in GEN 1.7, and they will not be repeated in this section (ENR) unless required for clarification or for completion (e.g. tables).

2 POINTS FOR BORDER CROSSING
|
When the aircraft intends to cross the state border over land between Finland/Sweden or Finland/Norway, the use of published ATS routes is recommended. For contents of FPL, see section ENR 1.10.

3 FLEXIBLE USE OF AIRSPACE (FUA)
|
3.1. The Flexible Use of Airspace Concept has been developed by the civil and military representatives of the ECAC States together with the representatives of aircraft operators and EUROCONTROL. The objective of the FUA Concept is to increase the flexible use of airspace in the ECAC area by improving the co-ordination between the different airspace users.

3.2. The basis of the FUA Consept is that the airspace is used flexibly on a day-to-day basis. Consequently, any necessary airspace segregation should be only of a temporary nature and is based on real usage.

3.3. The airspace structures and procedures related to the FUA Consept are published in AIP Finland as follows:

4.1. The regulations concerning aerial photography and the granting authorities (given below) are based on the Territorial Surveillance Act (755/2000, §13-15 and 20):

A device used for recording electromagnetic radiation may not be used without permission on board an aircraft or other airborne craft in Finnish territory during a flight to record unless otherwise stated in international agreements binding on Finland:

areas where aviation is permanently restricted by Aviation Act;

fortified areas, fortresses or garrison areas;

naval ports or military airports;
-
depots or storage areas of the Finnish Defence Forces;

signal stations, antenna farms or defence equipment or devices of the Defence Forces;

field exercises of the Defence Forces or the Border Guard.

The stipulations given above do not apply to the taking of photographs for private purposes from an aircraft flying in an airway.

Submission to the approving authority of any recordings made on the basis of a permit may be ordered in order to verify compliance with the stipulations of the permit.

4.2. Permissions for aerial photography are granted by The Operations Division of the Defence Command. Permissions for aerial photography within the border zone will be granted by The Border Guard Headquarters, in co-operation with The Operations Division of the Defence Command.

4.3. Permission shall be applied from the Finnish Defence Forces on a form no later than 7 days before the flight. It is not allowed to store data without a permit during a flight in the restricted area EFR100.
